本會李天任秘書長於2月2日上午由台中辦事處陳建國主任陪同，參訪麗明營造股份有限公司(下簡稱麗明營造)，獲吳春山董事長親自熱忱接待，雙方就麗明營造近年來參與政府工程採購標案、廠房興建承攬工程案的糾紛爭議處理方式，及工程合約內容約定仲裁條款廣泛交換意見。

吳董事長表示，麗明營造近年來陸續完成大型指標性個案如臺中市政府大樓新建工程、臺中國家歌劇院、高雄世貿展覽館、嘉義故宮南院等，而臺中國家歌劇院的興建完工，也成為臺灣最重要的世界知名地標之一。李秘書長提及，中華民國仲裁協會是國內歷史最悠久、最具規模及公信力的仲裁機構，於北、中、南部均設有專業場所及案件管理人才，因此各行業交易契約約定仲裁機構，均以本會為首選，並提出本會與其他仲裁機構之服務品質比較。

麗明營造除現有政府工程採購標案係採用公共工程委員會擬定的定型化契約範本，已有相關提交仲裁的規定，另民間承攬工程案契約爭議條款則建議明確約定：契約雙方同意將爭議提付中華民國仲裁協會依仲裁程序解決之。

李天任秘書長一行人同日下午接續拜會臺中市政府建設局(下簡稱建設局)陳大田局長及臺中市政府黃國榮副市長。李天任秘書長表示，建設局歷年來主辦臺中市政府相關重大市府公共工程案件並積極推動城市建設，深得臺中市民之肯定。其亦感謝於民國109年獲得建設局陳局長大力支持，將「台中水湳經貿園區」開發案幾件爭議案件均同意由承攬廠商於本會提付仲裁；同時建議建設局承辦單位加強政府採購法規講習，於相關工程合約中納入仲裁爭議解決條款，以推廣訴訟外紛爭解決機制。此行並與臺中市政府黃國榮副市長會晤，黃副市長表示去年中捷損賠案兩造同意採仲裁程序處理並能獲得快速圓滿解決之結果，本會所提供的平台服務即時發揮訴訟外紛爭解決機制之功能，也是落實政府司法改革國是會議推行ADR政策執行的典範。

On the morning of February 2, the Chinese Arbitration Association (CAA) Secretary-General Dr. Lee and Director Chen of the CAA's Taichung Office made a strategic visit to Lee Ming Construction. President Mountain Wu of Lee Ming, personally received and welcomed the delegation. The visit focused on discussions about integrating effective dispute resolution mechanisms into Lee Ming's contracts with the government and various contractors.

President Wu shared insights into Lee Ming's role in key infrastructure projects, including the Taichung City Hall, the Kaohsiung Exhibition Center, the South Branch of the National Palace Museum, and the iconic National Taichung Theater. Dr. Lee explained that the CAA's dispute resolution services and its stature as Taiwan's premier arbitral institution, together with its professionalism and extensive presence are well recognized across the nation. He highlighted that while the model contract for public procurement already encompasses an arbitration clause, Dr. Lee further advised Lee Ming to further extend this practice by integrating the CAA Model Clause into their contracts with private contractors, aiming for streamlined dispute resolution.

In the afternoon, the visit extended to the Taichung City Government, where the CAA delegation met with Mr. Da-Tien Chen, the Director of the Construction Dr. Lee acknowledged the Bureau's contribution to urban development, and expressed appreciation for the Bureau's decision to engage the CAA for arbitrating disputes related to the “Shuinan Trade and Economic Park” project in 2020. Dr. Lee recommended that the Bureau facilitate arbitration and government procurement regulation training for its employees and encourage the inclusion of arbitration clauses in public construction contracts to foster dispute resolution.

The day concluded with a meeting with Mr. Guo-Rong Huang, the Deputy Mayor of Taichung City, who commended the efficacy and outcomes of CAA-mediated arbitration, especially highlighted by the resolution of a significant dispute following the Taichung MRT incident in 2023. Deputy Mayor Huang praised the CAA's role in facilitating swift and quality dispute resolution, aligning with national efforts to improve Alternative Dispute Resolution (ADR) mechanisms as part of the Judicial Reform. The Taichung City Government expressed its strong desire for continued partnership with the CAA to further endorse arbitration as a preferred mechanism for resolving disputes in public projects.
